What is an EPC?
Energy Performance Certificates (EPCs) grade a buildings energy performance on a scale of A-G, similar to the system used for white goods.
EPCs measure the intrinsic energy performance of a building based on the building and its services (such as heating, ventilation and lighting) and will be produced at point of sale, lease or lease renewal.
It is accompanied by a Recommendations Report, which provides recommendations on how the energy performance of the building could be enhanced, together with an indication of the payback period.

When are they needed?
EPCs measure the intrinsic energy performance of a building based on the building and its services.

Who is responsible for obtaining the certificate?
As soon as a building is in the process of being offered for sale, it is the responsibility of the owner to make available an EPC to prospective buyers.
As soon as a building is in the process of being offered to let, it is the responsibility of the prospective landlord to make available an EPC to prospective tenants.
A lease assignment would be considered to be a sale or letting and the assignor should normally provide the EPC.

Exempt buildings
Yes, some buildings do not require an EPC. They include:
- Places of worship
- Stand alone buildings of less than 50 m2 (except for dwellings)
- Temporary buildings with a planned time of use of 2 years or less
- Particular buildings with a low energy demand (e.g. barns)
- In some circumstances, buildings to be demolished
- Any (off-plan) sales or lettings before the construction of the building has been completed
The following transactions would also not require an EPC:
- Lease renewals or extensions
- Compulsory Purchase Orders
- Lease surrenders

Penalties for non compliance
Local Authority (enforced by Trading Standards) will be responsible for enforcing the requirement to have an EPC. Failure to provide an EPC when required will result in a financial penalty and a transaction delay.
